THE INFLUENCE OF THE FOREIGN POLICY OF MEXICO

IN THE INTERNATIONAL OPPORTUNITIES FOR THE COUNTRY. - By Chancellor Claudia Ruiz Massieu – Secretary of Foreign Affairs. -

The international presence of Mexico is not new but the terms and languages of our relationship with the world have changed significantly during the past thirty years. We went from having a connection based in cultural affinities to an opening underpinned in our commercial exchanges, tourism, investments and cooperation in science and technology.

Our contacts have diversified too. Along with the strengthening of our relationship with our traditional partners: North America and Latin America, we are now looking for new alliances and markets in the regions that, in the xxi century, are at the forefront in innovation and economic growth, such as Asia Pacific, the Arabian Peninsula and India.

Partnership, which will give us access to 6 new countries, adding 155 million consumers for the Mexican products.

From the diagnosis of the new international scene, from the beginning of his governance, the President Enrique Peña Nieto defined a vision to establish a modern and proactive foreign policy, not only focused in the defense, but also in the active promotion of concrete interests that are seen in tangible results. Currently, our country is the 15th economy in the world and we have 12 free trade agreements with 46 countries, which give us access, in preferential terms, to the 60% of the world’s market, which means a total of 1.2 billion potential consumers. Only with United States, our bilateral trade has grown 547% since the beginning of nafta and, recently, we ratified the Trans-Pacific

Regarding tourism, last year we reached a new historical record with over 31.2 million visitors and an economic income of over 17 billion dollars. Since 2012, this industry has increased 37%, and in 2015, Mexico was among the top 10 international destinations in the ranking of the World Tourism Organization. This achievement was thanks to the dynamism of the private sector, the determined action of the government and our natural and cultural wealth, since we are the 4th country with greater diversity in the world and the 6th with more recognized places by unesco as Heritage of Humanity. In light of this great potential, a major focus of the international tours of the President Peña Nieto, and those of the Ministry of Foreign Affairs, is the promoting of opportunities of trade, investment and tourism, as well as a closer collaboration with the private sector. For example during the recent work visits to Europe, groups of Mexican entrepreneurs

accompanied the delegation in order to strengthen and opening new spaces with strategic partners through meetings and signed agreements. Germany has 1,835 signed agreements operating in Mexico, which create around 120,000 direct jobs. United Kingdom is one of the main countries that sends tourists to Mexico, with more than half million in 2015. The Netherlands is our third greatest investor with significant companies such as Unilever. All these efforts are framed in the premise of inclusive development, meaning that the benefits of national development can be exploited by entrepreneurs of all sizes, and can be also translated in more jobs for workers in industries that offer greater salaries. The foreign policy as a way of public service is the one in charge of translating the presence and excellent political dialogue that Mexico has with the world. A dialogue based in initiatives and actions that have a positive impact by transforming and improving the reality, opening doors, opportunities and prosperity.

INDUSTRIAL COMPETITIVENESS By Manuel Herrera Vega, President of concamin

The talent of Mexicans is the best resource that our country has to make a better industrial competitiveness and face the actual challenges on economic and social matters. The productivity of our economy can increase substantially through applied innovations and technological development, training of productive talent, the promotion of industrial competitiveness and the strengthen of the productive linkages with inclusion of the sme’s, that can make a difference of what is made in Mexico in the face of our main business partners and competitors. Convinced that the industry is where we can create a higher amount of jobs, added value to products made in Mexico and successfully compete outside the country; we established the Group of High Level for the Industrial Competitiveness, where we set up the bases for the settlement of a National System of Industrial Competitiveness, with competitiveness simulators, and regional and national agendas based in the World Economic Forum model, using the National Index of Competitiveness, which we will create along with the shcp, the Ministry of Economy, Banxico and inegi.

On this matter, one of the immediate needs of the industry is the connection of the academy and the industry, to guarantee that there will be graduates with the required knowledge and abilities that will allow us to face the challenges of the global economy of knowledge in permanent change. For this reason, it is priority for concamin to strengthen the links with the academic sector through different mechanisms that can make a virtuous circle where the educational offer covers the need of the labor market. Through our agenda for the creation of talent, promoted by the Ministry of Public Education, the main goals of this connection are: promote the development of a business and innovation culture that focuses in the improvement of competitiveness of the Mexican economy; perform curricular activities along with the academic sector; create internships, visit and exchange programs; promote the transfer of technology and knowledge as well as scholarship programs for the first job, among others. We, industrial entrepreneurs, believe in Mexico, therefore, we create in Mexico.

ABILITIES OF THE EDUCATION SECTOR By Itzcóatl Tonatiuh Bravo Padilla Rector of Universidad de Guadalajara

The characteristic that defines the society of knowledge is that it has become the main asset in the growth of nations. Universities have established as a highly demanded asset because they are the main creators of knowledge, although they are not the only ones, and because they are inserted in the dynamic of global competitiveness. In the case of Mexico, in addition of carrying out functions of professional training, scientific research and dissemination of culture; universities have developed an essential role to create civic and democratic values. Faced to current challenges, the schools of higher education need to endorse the quality of the offered services, as well as designing new approaches and strategies. It is important that universities promote creativity, entrepreneurship and team work, as well as the capacity of its professors and graduates in order to communicate efficiently in their mother tongue and other languages. In order to reach this goal, it is necessary to strengthen the relationship with governmental, productive and social sectors to share projects that contribute to the scientific and technological development, to the solution of social problems and to improve the quality of life of people. In accordance with its public good character and inherent right, it is urgent that our country applies policies that favor every citizen’s access to higher education in order to maintain its potential as a social mobility factor and to promote inclusion, sustainable development and pacific coexistence.

SOCIAL COMMITMENT: CONCRETE ACTIONS By Patricia Roxana Chávez Gracián, creator of Fundación Roberto Chávez Gracián

The quadruple helix would not be complete without the participation of society, who sometimes is, represented by nonprofit social institutions that look to solve the issues that affect the city, with humanitarian solutions that improve the life quality of people in challenging situations, by offering them a new opportunity of comprehensive growth. In memory of my father, who taught me the power of words, who forged me in work and business, and mainly, who inspires the unity of my family; we have created the Fundación Roberto Chávez Gracián for vulnerable groups due to age or disability. This institution has no economic objectives and it does not accept religious, social or racial discrimination. Its mission and raison d’être is to give support to people, groups, sectors and regions of limited resources for the improvement of its life quality. We also work hard to settle and increase the survival conditions and the development of indigenous communities and vulnerable groups. It is a priority, within the work of the quadruple helix, to raise awareness, motivate and promote actions in benefit of those that due to adverse situations do not have a voice or access to a platform of social assistance or rights commission. Through these words, I invite the readers to get involved in social initiatives that create and promote charity activities in favor of social institutions, as well as to join and demand public actions that transform our city into an example of social commitment for other communities.

It is an honor to introduce to you this new edition of Auge de México, whose main effort is to present to our readers the cultural wealth of our country by being a highly receptive territory for tourism, filled with culture, archeological and colonial paradises and vineyards. As well as working people and people of faith that takes pleasure in a cuisine that is recognized as Heritage of Humanity; cradle of visionary entrepreneurs that transform the international economy day by day. These virtues are promoted, strengthened and exploited by the recent tourism activity that is carried out in the country, same that is commented here for you; our opinion leaders. You will find that the areas of this sector that stand out the most due to their important involvement as investment creators, are the sectors of business, education, culture, health and viniculture. I thank the messages from the president, Enrique Peña Nieto and the Secretary of Foreign Affairs, Claudia Ruíz Massieu, whom allow us to know the place of Mexico as a world strategist for the development of business.

We are very excited to have on the cover of this issue to the iconic entrepreneur native from Jalisco, Jorge Vergara. The talk that we had with him allowed us to see the passion that he has in every single one of his projects, as well as proving our impetus to show a Mexico that strengthens each day in its expansion and comprehensive development. On the other hand, I would like to recognize and share with you the work of Asociación Sueños y Esperanzas a. c., which offers comprehensive attention and care to the most vulnerable groups of our society: abandoned and abused children. There, children receive a second chance, this is why I would to express my support to its cause and invite all readers to join in their new project that seeks to build an orphanage. I would like to invite you to be part of the transformation of this country since I strongly believe that the values, ideas and the work of visionary Mexicans shape up the synergy that will maintain and increase the Auge de México.

The success of a city is the result of a strategic planning that doesn’t depend on the time a politic is in power or on economic influences. Public participation united with the vision of the private sector are a factor that can exploit the social and economic development of a region, and, even more when they are involved in the different levels of the government.

The steps to reach a shared vision for a world class metropolis are guarantying the governability and increasing the life quality. In the Council of Economic Development of Tijuana (cdt), we have worked with our governing document: Metropolitan Strategic Plan 2034. Its main goal is to promote the economic, social and cultural development for the metropolitan area of Tijuana, Tecate and Playas de Rosarito, through its sectors and commissions, following the case of success of the rearrangement plan Bilbao Metropolis 30, in Spain. Tijuana continues its hard work in order to achieve this goal by 2034, this is why it is very important that the other Mexican cities follow its example. The added value of the growing economy lies not only in the wealth accumulation, but in a city model in a short, medium and long term that includes information of the metropolis, better jobs, investment in human resources, articulacion on the social action, metropolis of the services for a modern region that

is tourist and industrial, urban regeneration, mobility and accessibility. Altogether, these actions will establish Tijuana, Tecate and Playas Rosarito as the main center in the Northeast. In addition of the Metropolitan Strategic Plan 2034, cdt has managed to establish its main objectives for Tijuana since its foundation in 1997, such as the crossing points El Chaparral and Otay II, Centro Metropolitano de Convenciones, Museo Interactivo El Trompo, Consorcio and TecnolĂłgico de Baja California, among others. All of this is just a part of the mission that we have in the Council for Economic Development of Tijuana to establish our cities as mainstays of innovation and modernization for the future generations, and thus, contribute to the Auge de MĂŠxico.

Whether it is with sculptures and paintings that decorate from corporative facilities to galleries and museums sponsored by the private sector, the Mexican art expands to the business world –a rarely visited market- where crafts are a main part of the movement. As sculptor and artisan, I have confirmed that the Mexican art promotes and shapes the identity of companies, in the same way exactly in which traditions and customs do to society’s integral development. This means that through art, companies can reinforce their enterprise’s philosophy, values, mission and vision. Crafts are the popular expression of a country with a rich cultural heritage. Each piece represents its own identity; my creations are eternal values made

art. They are inspired in the warm and renowned personality of Mexicans: kind, friendly, simple and, the most important, happy. Renowned brands from the business world have used a fat man, bikers, and men with hats, but among others, my figures represent the achievements, acknowledges and executive gifts that give an added value to their corporate identity. El gordito is a reflection of the craft turned into art, a manifestation of the Mexican identity that is part of the Auge de México with its rooted presence in the trade, development and economy of the country.

I remember that time where I offered a glass of Cabernet Sauvignon Rose to a renowned entrepreneur and he told me: “ “No thanks, I only take red wine”, along with a phrase that echoed in my head: “I do know about wine”. I say to you, with sadness, that there are many people who think this way because of ignorance or lack of adventurous spirit to discover the wonders that the magical world of wine offers. Some recommendations at the time of drinking wine are: 1. - Enjoy it with your partner or friends. 2. - Although we will always have a favorite wine, we should dare to try something new.

3. - Read the labels can give us valuable information. 4. - Read and share articles on winemaking will give us the possibility of understand and enjoy this drink more. 5. - Temperature in which it is served is very important, the recommendation of the producer is usually in the back label. Although, it is a fact that depending on the taste or the mood of the people is what will be chosen at the time of eating or drinking, it is also a reality that accepting a recommendation and daring to experiment can surprise our senses in a great way. Adventuring into a new experience, is a experience that will hardly be forgotten.

I ask you, the reader. When was the last time you had a breasts self-exam, a colposcopy or a densitometry? I know that I am addressing to women. However, the role of men can also make a difference in the health of the family. An early diagnose makes the difference. It is important to teach our daughters to do the breasts self-exam and to take care of their body through healthy habits, such as good feeding, exercise,

The key is to always search for innovation, with this, you attract benefits for the people that chase results and not money. Persistence and determination have made us the company that we are now; these have led us to make the most of opportunities. I strongly believe that growth is produced in every single one of us. We are the only company from Jalisco with presence in South America. How has been the commercial expansion process of Jorge Vergara? When I started expanding my horizons and decided to extend Omnilife to South America, people in Guadalajara called me crazy. Their perspective was limited only to United States. Since then, I confirmed that we, Mexicans, lack the vision of growing to other parts of the world. It is a fact that, even though many people still don’t believe, we have competitive projects that can result very interesting to other countries.

The speech of Vergara has maintained constant throughout the years. His strengths come out in hard times. Thus, in the middle of an economic crisis (existential too), Jorge Vergara discovered that it is best to rely on yourself than to rely on a company to move forward. Since that moment, one of the guidelines that took his company to success started. “People that takes care of people”, and he confirmed it in the recent celebration of the 25th anniversary of Omnilife. “My goal is that they succeed in life (independent suppliers). I will never be busy for any of you, since my main interest is that you achieve your goals, that you grow, change your lives and that you share the benefits of Omnilife with your family.” Is the Mexican coherent in goal fulfillment? Mexicans are learning to undertake and expand. Previously, they only look for their personal interests, to make money, be rich and enjoy it. We have been working on changing this perspective and on giving the Mexican entrepreneurs a vision of growth.

How does the passion for sports influences in business?

I believe that successful people must give back to society. I am very stubborn, I have to make Jalisco change. One of the reasons that I got into soccer is because we must achieve a significant change through sport activities. I am convinced that the day I achieve this, it will radically change the culture of children. But, why do I continue being so stubborn? Because I believe that we have a great potential in Jalisco.

It was proved in a study made in Costa Rica, that when Deportivo Saprissa was champion, the country’s productivity increased 22%. It is the same in Mexico, especially with the million followers of Chivas.

Now that you mention soccer, was Chivas always in your plans? Four years before the purchase of Chivas, I started planning it with a clear objective: to create a team of eleven Mexican players that will help me change the moral leadership of the country.

It is said that men writes history with daily work, how would you like to be remembered? The truth is that it doesn’t really matter; I’m not here to be remembered. I want to transcend with a clear objective, which is Omnilife and Chivas; transcend with the number of lives I have changed over the course of my life. Is Jorge Vergara happy? Yes.

IN FOREIGN DIRECT INVESTMENT In the first trimester of 2016, Jalisco is the second state in the country with greater receptions of attractive new investments and a contribution of 14.5% in Foreign Direct Investment (fdi) at national level.

With a 6% growth regarding the same trimester in 2015, Jalisco has proven to be an outstanding state that offers certainty, infrastructure and a favorable environment for the reception of foreign capitals. This is demonstrated in the confidence that Israel, Germany and United States have in our country, by being the main investors during the three first months of 2016 with an investment of over 991 million dollars.

At national level and regarding the received volume in the sector, Mexico City establishes above Jalisco with 2 billion 181.1 dollars, then there is Nuevo Leรณn with 778.7 million dollars, Estado de Mexico with 699.2 million dollars and, finally, Baja California with 481 million dollars. Of the total of fdi that Jalisco receives, 61% is from the new investments (having the first place in the country), 16% is from the reinvestment of

Regarding the pharmaceutical industry, Israel was the biggest investor in this section, mainly because of the purchase of the Mexican pharmaceutical rimsa by the Israeli company teva for 2 billion 11.7 dollars.

Dream, create and undertake With the objective of training children to learn to know themselves, what they can become and achieve what they want in life, each year the Expo Pequeños Emprendedores is carried out, a unique event in Latin America, which celebrated its third edition last April. There, each small entrepreneur presents their developed products during the training program, at the time that visitors get involved in activities and workshops focused in finances, undertaking, leadership and team work. In addition, there are also presentations addressed to parents and conferences where established entrepreneurs share their stories. Mr. Castañares bought La Prensa San Diego on July 31, 2015 to become the third publisher of the newspaper in its 40-year history. La Prensa San Diego started in 1976 by Daniel Muñoz, a community college professor of Chicano Studies. At the time, there were no Latino media outlets in San Diego, so Professor Muñoz started a community newsletter in Spanish to inform the community about important issues. That year, the newsletter officially became La Prensa San Diego, and after 2 years, became bilingual in Spanish and English.

“I want to increase the scope of our newspaper into new communities of San Diego to better inform Latinos and raise awareness of the important challenges that we face.” Arturo Castañares Since 1989, Mr. Castañares has worked in politics and government, from the California State Legislature to assisting 74 political campaigns. During 1999 and 2000, Mr. Castañares also worked for the White House as an Advance Team member for Vice President Al Gore’s official travel. The main focus of La Prensa San Diego is to inform and educate the Latino community on important issues and to help increase Latino voter participation in elections in order to gain more influence in changing laws that affect them. The newspaper has endorsed Hillary Clinton for President in this year’s elections based on the racist and anti-immigration positions that Donald Trump has taken.

CROSS BORDER XPRESS (CBX) THE FIRST BINATIONAL BRIDGE TIJUANA - SAN DIEGO

Approximately 119 meters divide the Airport of Tijuana from the border of The United States; a length that can be easily crossed on foot in five minutes. Cross Border Xpress (cbx) is a closed binational bridge that offers to cross the border in a faster and safer way, without obstacles.

After more than seven years of planning, designing and licenses in governmental organizations in both countries, in December 2015, the first bridge that directly connects a building in United States with a foreign airport terminal began operating. Cross Border Xpress will offer services to more than two million users annually, making a faster transfer for travelers who use the facilities of the International Airport of Tijuana to travel from or to the United States, faster. According to estimates, this border concept will create growth opportunities in the facilities of the airport in a 40%, with the

appearance of new lines of transportation that go to Tijuana as an alternative solution to the busy Airport of San Diego. This will promote the image and infrastructure of Baja California as a vital center of binational air services, creating conditions of competitiveness and expectative of economic growth in the region. The formal inauguration of the bridge was carried out in March with the presence of the Chancellor Claudia Ruiz Massieu, Secretary of Foreign Affairs; Enrique de la Madrid, Secretary

In order to use the facilities of the Cross Border Xpress, and to avoid the long rows with unexpected delays of the terrestrial ports of entrance of San Ysidro and Otay Mesa, the users will only be required to present their boarding pass for the Airport of Tijuana, ticket cbx, and passport or valid visa. The crossing bridge constitutes an excellent opportunity for the increase of users of national airlines that connect with the International Airport of Tijuana, which offers 30 destinations in Mexico and the world, including direct flights to Shanghai and Oakland. Within the facilities of cbx is installed the Office of Customs and Border Protection of the United

States, as well as duty free stores. In addition, in the Mexican side, it is located the Office of Immigration and Customs. The binational bridge Cross Border Xpress is the result from the collaboration between the governments of Mexico and the United States in their commitment to modernize and optimize the border relations between both countries; serving as example of diplomatic relations around the world.

TOURISM AS ECONOMIC PLATFORM OF THE COUNTRY

On a global scale, tourism has great economic impact and the tendency is that its contribution keeps growing. To have an idea o this, it is expected that the hospitality subsector, only, will generate an revenue of 550 billion dollars in 2016, an amount that is equivalent to the size of complete economies such as Sweden or Argentina.

Mexico is not the exception, in fact, we are among the leader countries, since in the last years we have established the tourism activity as one of the sectors with greater impact in our economy. In 2014, the tourism represented 8.5% of the gdp, surpassing other important sectors such as the construction, mining, primary or financial, and insurance services, as well as presenting a significant greater growth rate to the rest of the economy. In the matter of currency generation for the country, tourism had a growth of 37% in the period of 2012-2015, and in this last year, 17,457 million dollars were registered. This is a new historical maximum, whereas the tourism balance in 2015 had its greater historical surplus; ascending up to 7,356.7 million dollars. That is 11,4% more than in 2014, and 71.4% more than the one in 2012. As job creator, the tourism activity represents a source of employment for 3,803,000 people in a direct form, and the unwto estimates that it employs other 5,633,000 in an indirect form. In the last decade, tourism has created nearly 800,000 direct jobs and an estimate of 1,200,000 in an indirect form; this means more jobs than any other representative sectors like the primary and the automotive sector. In addition, the sector has a high employability in vulnerable sectors; it is the first employer of young people in proportional terms (20.3%); the second employer of women (56.8%); and third employer in the Southeast of the country (24.8%). At regional level, tourism receives a greater relevance, there are states whose GDP depends on this activity in a greater way, like Quintana

Roo and Baja California Sur, where it represents 77% and 53% respectively. Or states with a high degree of marginalization, like Guerrero, where the tourist gdp is 36% of the total, and where the activity represents a great opportunity of social development. These numbers prove that tourism is one of the great success stories of our country in economic matters; not only have we managed to revert the stagnation that experienced the sector until before 2013, but last year, we obtained record numbers in the main indicators. Specifically in 2015, the country received an historical maximum of 32.1 million international tourists, which strengthened our first place position in Latin America, and our place within the Top Ten of the world’s tourism, where we went from the tenth to the ninth place. Not only have we been successful internationally, but also the domestic tourism –which represents around 88% of tourist consumption- generated more than 83 million hotel registrations; another historical record thanks to a 11.4% growth in relation to 2012. Results show the effort made to increase the competitiveness of our destinations through actions in the matter of infrastructure, investment, promotion, innovation and diversification of the offer. But it is also necessary to say that, in this sense, there is still a great growth potential given the variety of attractions that our country has; since there are economies with similar size than ours where the tourism contributes in a still greater proportion, like the Spaniard, where tourism gdp represents 12% of the total.

According to the World Tourism Organization (unwto) Mexico holds the 9th position regarding the visits of international travelers and the 17th in currency income. This represents a 9.5% increase, more than twice the world’s growth in 2015. In the past edition of anato Tourism Showcase 2016, Enrique de la Madrid, ministry of tourism, stated that in spite of the economic phenomenon that our country faces, the exchange rate has been an incentive for the attraction of international travelers that see Mexico as an attractive and affordable destination. This will allow the tourism to strengthen as one of the main motors of economy, by registering in 2015 incomes of 17457 billion dollars.

Visit Mexico and its digital marketing strategy With creative marketing campaigns and a concise promotional planning, the website VisitMexico.com, a digital marketing strategy of the Mexico Tourism Board (cptm by its Spanish acronym), is now the third most successful website for tourism in the world in Facebook, just after Australia and United States. In the world, mainly in countries with low temperatures, Mexico stands out as a holiday paradise with high added value. VisitMexico has stood out by its creative campaigns, which include videos and physical activities, that had nearly 18 million visitors in 2015, as well as 5.6 million followers in social networks.

Mexico and the Cirque du Soleil: Luzia Mexico in partnership with Cirque Du Soleil presented the launching of “Luzia” as part of this year’s promotional campaigns to identify projects of major significance that contribute to the dissemination of our country’s tourist attractions in different world scenarios. “Luzia” is a worldclass circus inspired in the Mexican history, music and culture. Luzia is the combination of the Spanish words luz and lluvia (light and rain), and it is the first show in the history of the company that is inspired in a country. It will go through 450 cities across the world for at least seven years and it will have 45 actors from 15 different countries, among which

5 are Mexican. The total investment was 47.5 million dollars and it is expected to cover around five markets per year.

Business tourism Not all strategies are directed towards holiday destinations. Business tourism has established as an attractive sector for the international industry. It is estimated that this niche spends 53% more than tourists that travel for pleasure. In 2015, Mexico hosted 206 international conferences, forty one events more than 2014. Guadalajara, Cancún and Mexico are the leaders in this area. It is estimated that the business industry creates 800,000 jobs per year with a hotel occupancy of 29.6 million rooms.

ART IN THE MEXICAN INDUSTRY THE PRESENCE OF ART IN THE WORK PLACE

After the closure in 2011 of the facilities of Sala Anguiano Rutas, located in the former Municipal Palace of Tijuana, the board in charge decided to create an innovating program where everyone could see the works of art donated by the widow of Raúl Anguiano. This led to the creation of the first “homeless museum” of the border called Arte en la Industria.

The program began with exhibitions in important textile factories of the health and electronic sector, with the goal of approaching art in a subtle and recreational way to work places without affecting the company’s production. For the first time, those who do not usually go to cultural centers, now have the privilege to see and get to know about high quality works of art, which they can share with their loved ones during the family weekends organized by the companies. Arte en la Industria expands its horizons and now it is everywhere. It has spread throughout the community thanks to the phenomenon of Tijuana Innovadora, which is present in schools and companies that have opened their doors to this innovating concept, such as Medtronic, Carefusion in their plants of Tijuana and San Diego, ca; Turbotec, djo Global, 3d Robotics, Plantronics, CST and Foxconn, among others. It has such an influence that in the places where it has been displayed, places concerning art have been named after the program. Examples of this are: El pasillo del arte, in the Carefusion company; Galería Raúl Anguiano in Universidad de

las Californias Internacionales (udci); Sala Raúl Anguiano in Medtronic; Galería Bustamante in Grand Tijuana Hotel and El Rincón del arte in municipal libraries. An outstanding aspect is that the program increases its presence in more places, reason why it requires a greater collection. In 2013, they had 440 works, which by 2015 increased to 565, and in 2016, it is expected to have a total of 750 works in order to reach more sites in a simultaneous way. In addition, there were 35 exhibitions in 2013 and in 2014 the number grew to 48. In 2015, 80 exhibitions were made and for this year, they expect to reach a total of 100 exhibitions with around 60000 attendees. Finally, the program, which began with 54 pieces of the teacher from Jalisco, Raúl Anguiano, expands to more places through new works from emerging local artists, who gladly show their talent, such as Lilia Castro, Mario Valadez, Enrique Ciapara, Bertha Ruiz, Antonio Pazos, Enrique Chiu and Juan Manuel Nieto.

TIJUANA CULTURAL CENTER INSTITUTIONAL BENCHMARK OF THE MEXICAN NORTHWEST

Since its establishment, nearly 34 years ago, the Tijuana Cultural Center (cecut by its Spanish acronym), located two kilometers away of the border with United States, has established as the institutional benchmark of the Mexican northwest by its architectural majesty and rich artistic offer. It is displayed as an innovating hall to increase the culture and quality of life of the inhabitants of Baja California, as well as for the people with Mexican origin that live in the south of California, cecut is the only infrastructure of the National Council for Culture and Arts (conaculta by its Spanish acronym) that is located outside the capital of Mexico. The facilities have four buildings in an area of 3.5 hectares, which are a Theater, Central building, Domo imax and El Cubo. Californias, and the playground, among others. Its construction design, in charge of architects Pedro Ramírez Vázquez, Manuel Rosen Morrison and Eugenio Velázquez has been displayed to resemble the cenotaph project for Isaac Newton conceived by Étienne-Louis Boullé.

In 2015, more than 17,000 cultural activities were carried out there, gathering nearly 2 million participants. This shows the wide knowledge and social acceptation that “La Bola”, the nickname of cecut, has had since the beginning; making it one of the biggest symbols of the city.

The offered activities are very diverse; from theater, opera, dance and concerts, to permanent and temporal exhibitions that include international film exhibitions, imax and professional training with credits, some of them of binational character.

Tajín Located in the region Totonacapan in the state of Veracruz, is the biggest archaeological concentration in the country. As ancient capital of the Totonaca civilization, it pays tribute to the god Quetzalcóatl in 196 hectares covered with temples, altars, ball games, palaces and houses, where it is still possible to appreciate the reliefs and original painting fragments. Its fundamental jewel is the Pirámide los Nichos, unique in the world by its ornamental chiaroscuro technique, which shows a different perspective depending on the movements of the sun.

Monte Albán In Oaxaca, it is recognized as one of the oldest cities founded in Mesoamerica. Capital of the Zapotecos, it stands out because it was established as a political; it is considered to be the cradle of the emerging of the state as a structure of social organization. On the other hand, Mitla, characterizes by its sui generis Mixteca ornamentation of stone mosaics.

Palenque In the state of Chiapas, it is a unique environment that combines the natural beauty of the rain forest with the Mayan architectonic inheritance, which allows it to offer excellent alternatives for the cultural tourism and for adventure or ecotourism. The greatest stepped pyramid of Mesoamerica, was an important religious center in Auge of its time, which developed decorative techniques with stucco that had never been seen before. To this day, it continues to be one of the main sites of study of the Mayan civilization in the world due to the great amount of inscriptions and hieroglyphics it has.

Chichen Itzá Tinum, municipality of Yucatán, with an area of 6.5 km2, divided in two architectonic zones: a traditional Puuc style to the south, and the central zone, with the most impressive and known structures. In 2007, the Pyramid of Kukulkán or El Castillo, with its engravings of the Tolteca soldiers was declared as one of the new 7 wonders of the world. It is surrounded by temples, several platforms, a ball game center and the stone that represents the Mayan calendar. SAN JUAN DE LOS LAGOS PROMOTING THE RELIGIOUS TOURISM Set deep in the region of Los Altos de Jalisco, San Juan de los Lagos was established in 1542 by Fray Miguel de Bolonia, who brought a small missionary image of the Virgin of The Immaculate Conception; which would later start a tradition that still remains and has turned into the tourist destination of the municipality.

San Juan de los Lagos receives more than 7 million travelers per year, establishing as one of the most visited cities in the world as a religious tourism.

The image is originally from Pรกtzcuaro, from the xvi century, and its height is around 50 cm. The Virgin is standing with the hands together in the chest, as a symbol of Immaculate conception. She wears a blue cape filled with stars. In her back, the semicircle that represents the holiness is held by two angels that hold a blue cord around the head of the Virgin with the inscription of mater inmaculata ora pro nobis (Holy Mother pray for us).

Her mythic story begins in 1623, when she brought back to life the daughter of a family of acrobats, who died when she fell on a sword. To show their gratitude, the father promised to restore the image of the Virgin, because according to the story and the locals, the atrium where the image stood since its arrival in 1542, was damaged and the image began to deteriorate. He completed his mission and the current image in the church is the same that the one that the father of the resurrected girl restored.

Over the years and with the royal authorization to populate San Juan de los Lagos with Spaniard families, from 1633 the miracles started to gain popularity and followers. The image of the virgin has been located in three different places: first, since 1641 in the Capilla del Primer Milagro, built by Diego de Camarena; then, since 1682 it was in what is now known as Parroquia de San Juan Bautista; and finally since 1769 it is located in the current basilica, which was built by orders of the bishop of Guadalajara, Carlos de Cervantes, and in 1972 obtained the name of cathedral. Regarding its architecture, the interior of the basilica-cathedral is one of the most beautiful that exists in Mexico with a Doric order above a Latin cross with gothic ribbed vaults, a great height and amazing golden decorations. Its façade is a good example of the transition between the baroque and neoclassic style. The Virgin is displayed from her altar, built in pink quarry from the region.

Its location and the favorable quality of the highway (around 145 km from Guadalajara), the Basilica receives around 7 million pilgrims each year, which makes it the second sanctuary in Auge in Mexico, only after the Basilica de Nuestra Señora de Guadalupe, in Mexico City. At international level, it establishes at the level of the Sanctuary of the Virgen of Lourdes in france. Even though it is a center that receives hundreds of devotees and visitors each day, the religious festivities with more followers are the Purificación de la Santísima Virgen María and Fiesta de la Candelaria (January 23 and February 2), with 2 million visitors that come mainly from Estado de Mexico, Mexico City and Guanajuato.

A university must think and act to the needs of a globalized and postmodern society that characterizes by rapid changes, high competitiveness, and massive circulation of information and abolition of frontiers. Its millenary vocation of training people for their own improvement and the planet’s becomes the impelling platform to change and transform into the society that we all want. It is in this reality where we must re-address the university education towards a new inspiration with the goal of giving fair and appropriate answers.

The direction that we have chosen in Universidad del Valle de Atemajac (univa) is to have an impact in the transformation of society through the education of students with integrity that are committed to their source communities. We believe that it is there where a true change can be done; the change that we need. We hope that the actions of our students can have a positive impact in the development of the regions where we are present. My bet as President of the Federation of Private Mexican Institutions of Higher Education (fimpes by its Spanish acronym) is to achieve a comprehensive training of quality in universities too. The 110 joint private institutions of higher education have committed with the nation by getting involved in the continuous improvement and assurance of the criteria established by our accreditation system. Currently, there are 36 schools that have reached the record of excellence, granted by the Ministry of Public Education in recognition to their educational quality and for reaching the maximum result in accreditation “lisa y llana”.

As President of the Organization of Catholic Universities in Latin America and the Caribbean (oducal by its Spanish acronym), I have the commitment, along with the 102 associated universities, of developing activities of collaboration that are addressed towards the improvement of the quality of comprehensive education, as well as to strengthen the research activities and community service. In this Latin American university we will continue to improve the main task, which is to seek the truth and create meeting platforms between faith and reason, through dialogue, as instruments that contribute to the improvement of social and cultural conditions in our countries. Mexico has great resources that have presented it to the world as a mandatory tourist destination. This concept is expanding and specializing in the different commercial sectors of the industry; establishing as leader in the niche of medical and welfare tourism thanks to the Auge of the medical sector, which now offers a great infrastructure in diverse specializations of plastic and bariatric surgery, ophthalmology, dentistry, advanced medicine and oncology, among others.

Where does the proliferation for the medical tourism comes from? Currently, people are seen as entities in multiple facets and the dynamic of competitiveness requires the acquisition of better tools for the daily performance. In this way, the importance of having the feeling of wellbeing and individual satisfaction grows day by day. This means that it is necessary to maintain a level of self-esteem that is rewarding enough to contribute to a good level of competitiveness. On the other hand, beauty is related to wellbeing and the best practices for life style. In this context, some alternatives can help to improve the situation of self-perception, and go from banality to being a necessity. Currently, this region receives more than 1 million foreign patients thanks to its capacity in the network of primary and complementary services that meet the needs and possibilities of almost every segment. Medical tourism is considered as one of the most important industries in the region, which in 2013 registered a direct economic income of 47.5 and an indirect economic income of 19.3 million dollars. It is worth mentioning that 61% of this income was registered just in the city of Tijuana, which is the capital of this sector in Mexico. In this year, the sector continues is constant growth, and, it is estimated that the number of economic income will surpass the 1 billion pesos. Baja California is the first state in Mexico with a public policy exclusively for the medical tourism. This only represents the beginning of the reinforcement of the sector, which will shortly be imitated in other states thanks to the current initiative federal legislative level to boost this industry, which is currently emerging in the cities of Guadalajara, CancĂşn, Puerto Vallarta and Monterrey, among others.

In the state of Baja California only, more than 1.2 million visitors from the United States and Canada, arrive in search of medical, dental and pharmaceutical services. Médicos Nacionales s. a. de c. v. (simnsa) made the impossible possible. Eighteen years ago, and for the first time in history, a Mexican company was allowed to offer health services to American citizens in Mexico.

In addition, we have the tenth position in the world and the second at continental level in number of specialized doctors, with 62.3% of the total. It is important to mention that Mexico not only bets for the attention of patients with high income (like India and Brazil do), but it tries to diversify to offer solutions to medical problems of patients with different budgets, in an integral context of health that ties medicine with recovery activities, recreation and relaxation, that only the varied climate of the country and the hospitality of their people can offer.

If we continue with the same strategies to deal with this big health problem, it is predicted that by 2050, Mexico will be the fifth place in obesity in general (Lancet 2016). Seven of ten Mexican adults suffer from overweight and obesity (National Survey on Health and Nutrition ensanut 2012). Overweight

development of true foods with the technological development, tracking of the product, food safety in the chain of value and with biotechnology addressed to nutrition and health. The World Health Organization (who) is making efforts on promoting the availability of these kinds of foods in order to increase nutritional safety. We highlight three very important concepts for a good nutrition: Healthy food It lacks ingredients or has, in small quantities, substances that can create any chronic degenerative diseases (diabetes, hypertension or kidney damage) when its consumption is repetitive –which might be related to the quantity of needed calories and with the quality in connection to the necessary balance to the different nutrients in the diet. Safe food Diseases that are transmitted by food are an important load for health where chemical, microbiologic and zoonotic dangers, present risks for the human and animal integrity.
